The BBMP has resorted to an almost tenfold increase in the building licence fee, ground rent and charges to obtain certified copies of the plan.

The new rates were approved by BBMP Administrator Dilip Rau on November 17 and came into effect on December 18.

While standalone residential units have been spared from the increase, it is eight-fold for residential apartments. For industrial and other commercial buildings, the increase is at least tenfold, if not more.

The licence fee for residential apartment complexes is up from Rs. 30 to Rs. 350 a sq. m. For non-residential industrial and public buildings, it is up from Rs. 30 to Rs. 350 a sq. m. For other commercial buildings, it goes up from Rs. 30 to Rs. 500 a sq. m.

The amount for built-up area of up to 251 sq. m in a standalone residential unit has not been raised. But for buildings with built-up area of 501 sq. m and above, the licence fee has been increased from Rs. 20 to Rs. 30 a sq m.

Ground rent:

Building owners have to pay ground rent for keeping construction material on roads and pavements. This has been raised for all categories, from Rs. 5 to Rs. 10 a sq. m for buildings with built-up area of up to 100 sq. m in standalone residential units. It is up from Rs. 8 to Rs. 15 a sq. m for houses with built-up area of 101 to 250 sq. m, from Rs. 10 to Rs. 20 for those in the size of 251 to 500 sq. m and from Rs. 10 to Rs. 30 for more than 501 sq. m.

For residential apartments, it has been increased from Rs. 15 to Rs. 40 a sq m.

The increase is more than double for non-residential buildings, from Rs. 15 to Rs. 30 a sq. m for buildings with a built-up area of up to 100 sq. m, to Rs. 50 a sq. m for those between 101 to 250 sq. m, to Rs. 80 a sq. m for those between 251 to 500 sq. m and from Rs. 40 to Rs. 100 a sq. m for those over 501 sq m.

The rates were increased to keep pace with the State Government’s revised guidance value and to help fund the increasing infrastructure demands of a growing city. Citizens will have to pay for commencement certificates from the civic body.

This is to ensure that the construction is completed within the prescribed two years from the date of getting the plan sanctioned, a top BBMP official told The Hindu.
